Should I be able to move this?

    I can grab the bar with the mount bolts sticking out of it and I cant budge it. Shouldnt this move at least a little bit?

    stick a tube or something on one of the bolts for leverage ... it'll move ...

    Yes, uninstalled, you can 'move' them, but not very easily (or very much).
