I have a 600 holley vac secondaries. I have a stock throttle linkage with the spring in there. when I rebuilt this carb is didn't do anything with the linkage and throttle blades. and even though I have an extra spring to help pull the trottle blades closed I'm having a binding issue. the throttle lever won't return all the way to the return position and I have to kinda push it forward a little.
I don't know if it had the problem before. its something bryant noticed when we were making adjustments.
try looseing the 4 nuts that hold the carb down. see if that lets the throttle blades close easyer. if so then probly need to get some new thin carb gaskets and check every thing for streightness.
Inspect the shaft and the blades closely. I have seen several shafts that got mysteriously bent. It erks me to see the shaft linkages resting on a table. Also look at the blade screws and make sure they are not loose. If you suspect they are loose, or have been removed, it might be a good idea to remove them and add a drop of locktight.
Is the cable allowing the throttle to return to the stop? Try disconnecting it and see if the throttle will close with the spring you have added.
