Is that on the surface or between the layers?

The smoking part I can deal with...

Not sure if it's between the layers, didn't know that there were layers :(.

Close up is a good idea...

The windshield isn't mine yet, so I wanted info to see if it's worth the drive for me or the seller. Thanks. :)

Best stuff I've ever used on windshields is called "Barkeeps Friend". It is a powder, but contains no abrasives to scratch the windshield glass. It's great stuff, and it's CHEAP. Comes in one of the round cardboard type containers like comet bathroom cleaner used to come in. This stuff will take off pretty much anything.

    Later,

I would use 0000 Steel Wool and Windex with Ammonia

Hey guys! I called safelite auto glass and I have good news, for me anyway.
They will come out to my location and install a new windshield with a new seal for $243.99+tax. Lifetime warranty, yea... ok, but that sounds pretty good to me price wise.
We discussed the procedure and pretty much I have to take out the glass and do my headliner first because they don't do that part. They would TRY to save the one there but may end up cutting or folding it, due to age.
Guess i'll do this and save time doing anything else.
    Good cleaning tips tho guys!

Safety glass is made up of two layers of glass sandwiching a piece of plastic film. The glass breaks, the film does not so the pieces of glass are stuck to the plastic instead of flying everywhere.

I agree...very good considering the labor involved in sealing that baby up
