OK, from the picture it look like the rubber that is vulcanized to connect the outside of the ballencer to the inside has failed. The outside pully is for the Power sterring and the back 2 are part of the ballencer. So that being said, you need a new ballencer for the engine. That is the one held on by the big bolt. To take it out you will need either an inpact or you can screw the bolts back in and use them to hold the crank still while you remove the bolt. After you take the bolt out you will have to get a ballencer puller and pull the pully off the crank. Then you can install a new one. Good luck with the project. If you have any problems do not hesitate to get in touch with me.

    Hmm. That sucks.

Any idea where I'd find a balancer? AutoZone and NAPA seem to be of no help.

I can't believe NAPA can't get it... They always get what I need regardless where it's from.

    Yeah, yeah, yeah... *mumble*

Welp, thanks guys. Hopefully I'll be acquiring the balancer and I'll be under the hood again in a week or two. Or whenever I get the part and can move the car to a dark place so the guards can't see me. (y)

Put a breaker bar on the center socket to hold the pulley from turning and turn the small bolts off with a raychet and socket. You will actually be tightening the center bolt as you loosen the small bolts - don't worry about over tightening the big bolt - the torque on the small bolts is not enough to do that.
You could let the pulley turn with the breaker bar on the center bolt until it hits against the frame - then you won't have to hold it any more.
