    There's Microsoft's IMAGE RESIZER (offline photo editor).

    Then there's IRFANVIEW (offline editor).

    *There is also an online picture resizer, PIXER.US. It also has editing features
    (cropping, sharpening, rotating, etc).

    All programs are free and do not require registration.
