Two-piece fuel pump eccentric

    Hi all, my fuel pump isn't working (1979 302 engine, mechanical pump). I had the timing cover off and noticed the fuel pump eccentric would "spin" like it was loose. I assume this is normal? I'm not sure if I have a dead fuel pump or if, for some reason, the eccentric isn't driving the pump. Can someone explain a two-piece fuel pump eccentric for me? Thanks for any help.

    Inner piece is tied to the cam gear. Outer piece rotates.
