You can have the balancer rebuilt and not have to worry bout modifiying anything.

302 balancer will work, so long as it is same 28 oz., imbalanced as your 289, but like you mention, will have to change over to 4 bolt crank pulley. Earlier 302 balancers from 68-70 used 3 bolt pulleys. Or you can rebuild or probably the easiest, why not buy a new 289 balancer? Then you don't have to worry about using some 40 year old balancer, which may have "issues" too.........

You can drill some holes in the 3-bolt pulley and put it on the 4-bolt damper. The pulley is located by a raised lip in the center of the damper, you can't put it on off-center. One of the bolt holes will align, put a bolt in it and drill holes for the three other bolts.
Or get an aftermarket damper that comes with bolt holes for 3- and 4-bolt pulleys. That's what I'm running.

If it was me I'd get the correct balancer. You might run into belt alignment problem and timing mark location.

There's several new 3 bolt balancers on ebay.
