How do I clean out the Cowell underneath windshield? Does it come apart from outside somehow?

the easiest way I have found is pull the heater box, reach up in the fresh air hole and remove the larger pieces. then run water into the cowl from a water hose to remove any sand, dirt and decomposed debris. Is this an A/C car?

So it's impossible from outside? Great engineering lol I'm having leaks from Cowell so I gotta fix. Have my heater blower motor out, someone put a pinto AC in it, so even blower motor is hard to find. I found one on ebay. Just need to get in Cowell & clean out. Almost about to just grind out the Cowell & weld something myself that opens. I'm never selling this car so not worried about keeping original.
