Is 13.8 volts on my volt meter considered good for my charging system ? It was 10.7 with just the key on, jumped to 13.8 at a high idle....

10.7V is kinda low for a 12V battery. Where do you have your + lead connected on your gauge? You may have it connected to the ignition coil lead or something else to give you a voltage drop.
Don't get alarmed, this will cause no problem, you'll just have to read some " English " into your gauge! :rofl2:
Here's a chart for battery voltages and State Of Charge (SOC ).
Oh, yes, 13.8V - 14.2V is fine for charging! :)

I have it hooked up to my new fuse block, witch is hooked up to the accessory lead on my old fuse block.. This is the lead that the factory used for the rear defrost opption.... Oh! and the battery probably needs to be charged its been sitting around for quite a while...
