I circled the spot in red. This is not my car, but my car has rust holes inside the hole that I circled. The purpose of it is to drain water from the front cowl / vent where the wipers attach to the body. But if you shine a flashlight inside my hole there are rust holes inside of the drain passages on both sides. Where would be the best place to cut so I could weld the holes shut and then weld everything back together?

There may be rust spots further into your cowl than what you can see from the drain holes - I had to cut all of my spot welds off and remove the entire cowl top to replace bad spots with reproduction sections made for a Mustang

Some folks have gone in from the side panel that is hidden under the fender, but that has to be like building a ship in a bottle. If your car is torn down this far, I would dive in an remove that whole upper panel. That lower cowl is the Achilles Heel of so many old Fords. They didn't even think to paint inside!
Exactly - you can still see some of the original gold paint inside of my cowl but that is only what paint got in there through the grills in the cowl top
Once I finished the repairs, I used weld through primer on both pieces of the cowl, let that dry, taped off about an inch around the outer edge where the welds were going to be, then painted the insides black.
