sounds like the fuse panel has a problem with the wiring hook ups in side it. i would take it apart and see if maybe a wire came off or a bad connection is in there.
I would imagine you are talking about not having any power to the input side of the fuse in the panel? About 12 years ago, I worked for Altec Industries wiring up bucket trucks and some of the large fuse panels, that we used, would have spares that were dead - if you needed to power them to be used, you installed a small copper jumper inside the box on the buss bar.

Is it feasible to just jump an input power wire off of the switched common lead to light the dead fuse that you need?
Check your power supplyfrom the battery pos. You may have lost it there. Jumping around in a fuse box sounds like a good way to get in bigger trouble or even burn a car down.
Does that panel have a built in ignition kill switch? Maybe it is supposed to kill a number of the fuses?
