I have a chance to buy a used pair of World Windsor Jr heads, screw in studs and 1.6 roller tip rockers(unknown brand rockers) asking price is $450 Is this a fair price for these heads ? I know there not aluminum but they are in my budget... I want to pair these with a Crane 284H12 cam with 512 inch lift and a 2500 to 3000 stall c4, edlebrock performer intake w/ a 600 cfm carb... Would these be a good start ? Or should I pass ?

The World Windsor jr. heads are a great starting point. Do you know the person with the heads? Buying used heads can be a gamble, if you don't know the person that owns them. If the person will let you take them to a machine shop to have them checked out, then I would say, $450.00 for the heads + 65.00 to 100.00 dollars would be OK for the heads. They sell for about 1100.00 a set now. But, if something is wrong with the heads, you are out of the machine shop money.

Sounds like a good price, but now you'll need to buy a better intake to complement them (heads and cam). That Performer 289 will choke em. This is why I advise people to avoid the Performer intake, unless buying one used for $50-75, which is what a stock Ford 4 bbl 289/302 intake sells for.
