Those look like plugs from rustproofing?

Being the plugs being in the cowl area I would have to agree with dyent. Has both door areas have those?

Holes were drilled in the body in choice locations. (areas prone to rust) A rust inhibitor was sprayed in the holes to coat the inside of panels. Usually an oil based or paraffin based product. The drilled holes were then plugged with those little white plugs. Have the body shop weld those holes shut, after removing the plugs.

The holes in the doors might be hard to fix if they are in the "grain" portion of the door. On a car I had, I removed the plugs, painted them body color separate from the car, then re-installed.

It is a very common thing to see in Northern cars of the "rust belt"
There were about a 1/2 dozen franchises shilling for the business back in the day. Then the car dealers started to push their own rustproofing because they saw the money they were missing out on. The 2 biggest players in this area were Ziebart and Rusty Jones.

When I worked at the local body shop back in the 70's the owner was a big believer in Ziebart and used to preach it to everyone as the best thing in the world for your car.
