I was wondering can I install my eldelbrock from idle - 5,500 rpm cam with a weiand 8023 idle - 6,800 intake on my windsor motor?

Will I see a flop in mix & match parts as far as performance?

You will lose low end torque and have a very slight increase in power just as your cam falls flat.
You may not even notice the difference unless you run it with different cams or manifolds but your engine is a symphony of parts and you are installing a flat note with the small cam. If you only want to turn your engine to 5500 rpm then get a manifold to match. Are your heads stock or improved or aftermarket - what rpm are they made for? Are you running headers? are they long tube, shorties or big tube longs? If you are running stock exhaust you are wasting your money.
