I dunno but you might need a better picture. That one doesn't look NOS.

They are primer red with yellow stencil... Every genuine NOS panel I have seen anyway.

    About price...
I always say something is worth what it will bring at auction. That is the truest way of finding the value of something.
All these folks that start the bid high, don't sell, and if you see an auction repeat over and over with a reserve, then the reserve is too high. You will also notice that reserve auctions that repeat without selling, will always achieve nearly the same high bid each time. That is proof positive of the value.
So, it's worth what it will bring on eBay...

I know of one that brought a little over 200 bux, but it was perfect red primer with the yellow PN showing clear in the pics.

Something just occured to me, it could be an off brand NOS.
When the car maker stops making repair panels, but the cars are still out there, the void for body parts is filled by other overseas companies for another couple years.
It's always been that way and I have seen secondary replacement parts that came black like that from Taiwan. My buddy found some unused in a shop for his 77 F150. They were thinner and didn't fit quite perfect first try, but they were rust free, unlike the panels on this truck.

I got it at an estate auction of a former Ford dealer. He had a garage full of nos Ford parts.

From what I have seen .... repair parts are primer black .... factory leftover parts are red oxide ... I could be wrong about the origin but both colors were available ...

An NOS part is only worth more than a used part if it is absolutely perfect and ready for prep and paint. I'd take a straight used part over a dinged or dented NOS part anyday ...

I dunno, I could be talking out my a**, that is just what I have seen.

I know if it was 1980, and Ford had stopped making the 70-72 valances in 1975 for example... and a Ford dealer had a 72 Maverick come in for body work, they would get the new part from whoever supplied it at that time. Ford dealers, though good sources for parts, are independent entities and not required to use parts that Ford discontinued.
They make more money that way too. The price they charge is the same, but the part is cheaper 'their cost' once Ford stops supplying it. That takes away the incentive to seek out the parts from other dealers as well as they will want full Ford price for that part.

i don't know but that would be a good one to have to make a repo one! i'd do it for the maverick buds here but i need a good one like that one to make a mold... if you are selling it for a resonable price i'll buy it.

Maverick Man, nice excuse to try to butt in and buy it over me...

I guess I should let you know that if I buy it, I will donate it to needy children and homeless shelters :D
