You can use something like Eastwood Rust Encapsulator or a rust converter product

The distinguished gentleman from Eureka gives you good advice. If your location makes it hard to get that particular product. Many paint manufacturers sell a similar product, though not as good as what Eastwood offers.

Some kind of rotary tool like an air die grinder with a brass brush wheel will take off every ounce of that rust and do no damage to the front. Then wipe it down with denatured alcohol and then you can paint on some of that encapsulator. Its good stuff.

Whether you use POR-15 or Eastwood (an independent guy tested both once and rated Eastwood better), make sure you remove ALL the loose scale before painting. This stuff is a bit thicker than conventional paints and I'd advise using gloves. The stuff is a bear to get off of where you didn't want it to go, even skin. They can all be repainted over so you don't have to worry about having to ultimately sacrifice your original color.

Another alternative is using a rust converter like Rust Mort or several other brands, all available at professional body suppliers. This stuff chemically converts the rust to a black metal. You can then refinish the surface and prime/repaint as normal. These products are acid based, so use them carefully.

ppg makes a rust inhibitor that will clean the rust away- after you get the surface rust scuffed a little- that will also condition the metal and will not let rust come back. i will get the part # tommorrow at my jobber store and get back to you.
