Rust, or just discoloration in the metal?

After I DA sanded my fenders down to the metal, I found a couple of these. Smaller in diameter than a pencil eraser. This is a highly lit and close up shot.

I hit it a little harder here than the rest of the fender, and it didn't seem to change in color. It appears just a little different shade, but never had any flake or surface rust, and there was still some paint and most of the primer on top of it.

Should I worry about them, and if so, what should I do about them?

Epoxy primer goes on this weekend, hopefully...

Yeah, it's rust. I had a bunch of them on my hood when they sanded my car down for repaint. The painter put some kind off primer sealer on the hood before painting, said it might come back to haunt me some day. That was almost 10 years ago and it hasn't been a problem yet (knock on wood).

Should I use one of those acid etchers...you know, the green stuff that you brush on?

I have some called OSPHO that I could use, if it will help.

Otherwise, will the epoxy primer keep it under control?

I have maybe 8-10 spots this size all around the top of this one fender. I DO NOT want to ever paint again....

I use a product called RUSTICIDE - it is like a pesticide for rust - :bouncy:

Seriously, this stuff has been around since autobody work was invented. We used it in "the old days" and it seems timeless to me. It is some kind of acid wash metal prep that kills all the little microscopic rust particles on bare metal before painting. You should be able to get it at any body shop supply store. I did a search on the web, but didn't come up with much. Here is a product description from the manufacturers web site.

    Rusticide
CHEMICAL RUST DESTROYER FOR IRON & STEEL SURFACES CHROMIUM, BRASS ETC.

The original rust remover since 1917 - RUST-I-CIDE has two major uses: (1)
removal of light serface rust (2) preparation of metal for painting. It is
used wherever there is metal: in factories, farms, homes, refineries,
institutions, ships, highway and railway equipment.

RUST-I-CIDE - removes or sterilizes invisible rust pockets, destroys
corrosion-forming deposits. Removes rust stains on vitreous enamel
    (sinks, bathtubs, toilets, lavatories.)

Prepares new metal - including aluminum and galvanized steel - for
painting, Its etch-type action provides millions of microscopic "hooks" -
    paint adheres better, lasts longer.
