Surface rust

    I noticed some surface rust on the inside of my fenders while removing interior panels. Whats the best way to fix this. I was thinking to grab some sandpaper to remove, clean with mineral spirits, and just spray some primer out of a can since it will be covered anyway, does this sound good or would i need to do anything different?

    1972 Maverick 2 door.Original V-8 3 spd std shift.Also a 72 one owner Sprint sporting a 351 Windsor
    remove the loose rust...treat the areas with a rust neutralizer...then top coat with paint (chassis black comes to mind) dont leave em in primer(it pulls moisture out of the air) unless you use a 2 stage primer...
