Have you checked the linkage between the wiper motor and wiper arms? Sometimes they have bushings that crack and bind up.

I changed mine and I think that the wiper motor was the first thing that was put on the assy. line & then the car was built around it. My car is a 72 so I had to remove the AC vents, the tray under the dash, and the instrument panel,I am pretty big so I had a hard time getting between the seat and the dash,I could fit ,I just couldn't move my arms, my brother has a 67 mustang that he stripped down to drag race and the wiper moter was the same,I just traded the arms on the motors and the 67 fit perfect,It really isn't to bad just took some time, good luck
