If you want to keep vehicle within letter of law it does. The mfgrs didn't add them as a marketing point, Fed forced the requirement.
Manufacturers are required to equip cars with them. Depending on what state you live in, you can remove them with no problems. Same with the 5mph bumpers: manufacturers are required to put them on. They are there to protect the car, not the occupants, so it's not a "safety" issue like seatbelts.
