After having enough of high pressure in my gas tank I decided to track the problem. While I was replacing the vapor hose that run to the air cleaner I pulled the hose that runs to the gas tank and put a vacuum gauge on it and it held a vacuum. Turns out either when the tank was installed at the factory or if someone pulled it they pinched the line coming form the vapor vent. When I tried to run the nuts down to drop the tank the bolts just spun. Ended up cutting the straps. But as soon as the tank dropped the vacuum gauge dropped also. So I welded the straps back together and fixed the bolts so they wouldn't spin and rerouted the hose. I think the vapor canister is now seeing it's first fuel vapors.
