I don't know the name of this product in the U.S, but it's applied directly on the plate to protect to the rust... It's a kind of primer... I apologize for my bad English, but I use the translator, that is not perfect
i think we would refer to it as high build self etching primer usually (or at least the custom paint jobs i helped on) it is used on the bare metal of the car after themetal fab process and inital filling process to not only protect the metal but cause of its high build also as a leveler after the body work is finshed then a lighter coat of base primer if you will is used then base coat or at least that is my view of it
