Yes I had one in the Comet but went with an AOD so yes they will fit. The Comet had long tube headers.
I looked at my other 70 and it has the same one, it's not an early car. Must have been a 70 only valance. With his car I would get the correct one.
The early 69.5 mavericks used that valance
