There is no rebuilt kits available for the gear box. You can buy a rebuilt one or get one from someone who as one.
That carb should fit. That's a standard carb for a 250. Did you put a different air cleaner on it?
If you are getting a quick spark after releasing the key it could be a bad ignition switch.
