The cam lift shouldn't be an issue. The real problem is with the positive locking nuts for the rockers. They may interfere with the oil baffle...
They look like Edelbrock "elite" valve covers. But I don't remember the corners being squared off for the Windsor motors.
I would say it's a bad needle/seat or a leaking float. It's hard to tell by looking weather the viton tip is bad or not.
So how did you fix it?

I've run 215's before and 225's may work, depending on ride height and strut rod adjustment
Sway bar end links are inexpensive, might as well chance them while your down there. I'd also check the tie rods for play.

Just put discs on my sons car and that's how they lined up. I thought it was a little funky too.
Pull the pan, there is a nut on the back side. If they did the weld while it was installed it most likely cooked the o-ring.
