The bar got the name Monte Carlo from the famous ralley in Monte Carlo where the 63 & 64 Falcon V8's competed. The bar was used on them to stiffen them. Since the linage of the Maverick comes from the Falcon, this bar is a good idea to stiffen the front end. This was not a Mustang designed part at first, but I think Shelby to add them to the 350's as well.
