They may have set on the shelf to long. One of the problems of an older car. The parts set for a long time before someone buys them. Bleed them a few more times and if they don't work then, you'll have to replace them again. Just ain't no other way. Or you can try and compress the cylinder pistons using the rod to see if they move at all also. But they do sound questionable for a brake system. Something you don't want to have questionable.
It's possible that you have an internal bypass in the master cylinder. Does the pedal hold pressure? Or does it fade to the floor? If it fades to the floor, it's the master cylinder (internal bypass).
