So my cat is plugged up, so I cut it out. And because of that I removed my smog pump and the hoses connecting to it. Is there anything else I need to remove pertaining to this specific system? Also, the pcv valve on the front of my valve cover (250 i6) and on the top of the oil filler cap, can those be blocked off? Or should I leave the hoses and valves on there?

Unless you're talking race only engine, never remove the PCV system... While it isn't usually a issue in the summer, in colder months condensation will build up in the crankcase without it...

definetly keep the pcv system. their should only be one pcv valve not two. chances are the one on your filler cap is not a pcv valve but just a fitting for the hose.
    leave that system in place.
the only other emissions stuff that you may have is the egr system. if working correctly it can help with gas mileage. chances are that its not working correctly with this much age on the system.

Don't you have inspections in PA?
