When rebuilding the front end do I need to just snug everything and THEN tighten it while its on the ground with the full weight on it?

All new parts. The only thing I have tightened 100% is the new upper control arm and the spring perch.

I tighten everything before setting down . the only things they recommend tightening after its down is you rear leaf spring mounts

The lower control arms should be tightened with weight on wheels. Centers travel point of bushing between loaded and unloaded.

He will be fine doing what he mentioned, will have to take it in for alignment anyways and more than likely, adjustment will be necessary on lower control arm, so shop will loosen and adjust cam/bolt........
