No so. Was just at a Nv DMV today and listened to a guy try and explain why he didn't have a title to a 40 year old car he bought back in April in Cal. Clerk told him to go back to the seller and get a title. Nothing they could do. 5 years ago in SLC, Ut guy bought a 69 Camaro for $30K and put another $10K tires/rims/ stereo and then went to DMV to title it. BINGO, stolen in 73. State PD came and impounded the car. They told him if they hadn't know he didn't steal it, they could have arrested him for "possession of stolen property".
VIN tampering is a FEDERAL FELONY. Do you really want to take your chances with the FBI or other PDs. Not I. The body stamped VINs are what has the last word. That's why they took them off the doors themselves in 1970.

 

Tried to buy this earlier this year. No title and he won't go to DMV and get one. Now I have the blue one.
