Not sure. Been too long since I've pulled an old Ford dashpad. Doesn't the metal frame have some type of hooks built in to grab the corners of the pad before finally tightening the center mounting tabs? I can't say for sure but looks to be an outer molded shell of increased thickness. Then maybe they simply utilize thinner padding to compensate and keep that from happening? Reason I guess that is because the factory foam our dashpads vinyl is molded over/injected? with is rather thick. Can't see them wrapping vinyl over same OEM foam thickness. Should have asked more specific questions to get better design specifics.
On the side of the pad on each end there are two bolts that go into the factory pad. All the ones along the top are studs that you then screw the nuts onto.
