No, that's a wiring problem. Not sure what wire you're describing here though. Not only can a vacuum leak in the hose going to the vacuum advance pod on the distributor cause a problem like you describe, but the vacuum diaphram inside the vacuum pod on the front of the distributor can rupture and cause the same problem. Had one do that to me in the past couple years. I've found over the years that most so called "carb problems" are not, they're instead, problems with the ignition.
