OK, it was a timely process but it was worth it. I first used 40 grit sandpaper on an orbital sander, then I used the process from this forum, http://mmb.maverick.to/showthread.php?t=55037&highlight=muratic+acid Muratic Acid works wonders! Instead of diluting the Muratic Acid, I used it full strength applying with a spray bottle, most of the chrome came off down to the copper. I sprayed the Muratic Acid off with water and then sanded the bumper with 120 grit sandpaper. I then nuetralized with the ospho. After this process I found the pitting is not as bad as I thought, I think I will be able to fill it with primer. I will prime tomorrow. I thank everybody for there input it was very helpful. I have used a sandblaster on chrome with good results. If you just make some light passes over the chrome (just enough to dull the surface) you will avoid the need for heavy primer and will achieve better adhesion then trying to sand the chrome with DA paper. After I blasted them I cleaned the bumper with wax and grease remover, applied one light coat of self etching primer (Dupont Variprime), and then applied 2 light coats of urethane primer. It took very little time to hand sand the primer with 320 grit afterward and they were ready for paint. The bumpers were on the car for several years with no peeling issues or chipping.
