I think that's pretty much what I have. It runs my HVLP cheapo gun pretty well, but I've only painted hoods, fenders, and motorcyle fairings with it, so I was pausing quite a bit, which let the compressor catch up.

I've also used it to port iron cylinder heads, and that was a PIA. It had a hard time keeping up with me.

It absolutely won't run a grinder or sander. No way. Maybe for about 15 seconds, and then there's not enough pressure or head speed to do anything.

I always have to wear ear plugs and well, and aside from being extremely loud, it also pulls a lot of juice and puts my 30 amp breaker to the test.

Having said all of that, it is servicable if that's all you can afford. If you don't NEED an air compressor right now, continue to save up for a 2 piston oiled sump compressor that will run at least 10 cfm.

Lowes has a decent compressor for $399 http://www.lowes.com/lowes/lkn?action=productDetail&productId=102750-1126-VT6275&lpage=none

    Water Separator
I have used this separator for years - it is home made but very efficient.
Made from square tube and a couple small plates from 3/16" steel for the top and bottom. Five sheet metal baffle plates and some 1/2" tube and fittings.
    Here are the drawings:
