    Failed emmisions where?

Makes ABSOLUTELY NO SENSE for you not to get a plate in an area without emmisions testing. JUST SAYING BUT What next the want a California inspection, even though the car was bought in new Mexico and resides in AZ. I mean come on thats stupid!

Years ago Florida(or parts of it) didn't have emissions but every year before you were issued a tag you had to get a safety inspection. No system is perfect but that might be a valid alternative for older vehicles.

Now if you added proof of 1 years prior insurance on a vehicle in yor posession or PRE PAID 6 months of valid insurance this would an alternative I would stand by 100%

i think texas has a program very simular to that. funny thing though, people that cant pass emissions testing register there cars in areas that dont have testing, if that's so, then that tells me it's not about the "clean air act", more like how much revenue can we generate?

In Ca, I failed the emissions test on the visual part. You see you have to have all the original smog equipment and all legislated updates installed in order to be allowed to take the sniffer part of the test.

I did not have a NOX kit installed on my car. So what is an NOX kit? It is a sticker and a couple of modifications. You had to retard the timing to 1/2 of the stock advance for that year motor. You had to remove and plug the vacuum line to the distributor advance. and you had to put this really ugly sticker on your speedometer indicating you had done this.

So, in 1970, the distributor advance was supposed to be 6 degrees. so back it off to 3 and see how your car runs. Now remove the vacuum advance. My fuel mileage went from 20-21 to 14 with this change. The car wouldn't idle at all. the acceleration was for crap. And you don't even want to know what happened to all the emissions levels except NOX when it was on the sniffer.

BTW, at the time, I was running a programmable ignition system that did not have a vacuum advance on the distributor. The MSD box controlled it. I was told that I would have to install a vacuum advance device on the MSD distributor, then disable it before I could take the sniffer test. This was at the CARB referee station.

So I pulled the engine, swapped in a $200 junkyard engine with all the original crap, played their game and got my tags. The next day we put it all back. Unbelievable B.S. that does nothing to combat air pollution.

In 1994, I pulled a 429 motor from a CA 1970 T-Bird to put into my 1970 Mustang Fastback. I retained all stock smog parts. The referee station was convinced that becasue the 429 was in a Mustang, I had to have all the 1970 Mustang 429 smog parts installed. The only 429 availbable in a Mustang in 1970 was the Boss 429. I could not convince the referee station that the motor I was using was not a Boss or even that there was a difference between them. I went to a different station where I was told I could only use the station that I started at. I ended up fully documenting the differences between motors, smog equipment and the exact wording of the law and spent almost a year appealing it before I was allowed to register my car again.

Are you sure you want this sort of thing in your state?

71nogo, you are right that Texas has several "non attainment' areas. (Houston, DFW) The thing is, if you can't pass emissions test you have to fix the car. These cars have special stickers that cannot be tested in other areas. If you try to register them in other areas, you will be turned down.

It's amazing how governments pick on the little guys,so the big guys(factories etc.) can keep on polluting. They have managed through public service groups etc. to brainwash the majority of the public into blaming the automobile instead of the fat cats and their big business. I would say most of the old cars run better today with the cleaner fuel than they ever did.

After a year plus, I went to a different Motor Vehicle station that is known to be a little more lenient. I walked in and told them I had been working on the Comet and was ready for plates. They looked at the title and said $12 please and handed me a set of plates. No questions asked.:)
