For some reason I get heat from all my vents without the fan switch being on. None of the switches is on heat anyway. All are in the "up" position. This negates my A/C as well when it is on.

    Any ideas?

Heater and air conditioning controls in factory AC cars are all controlled by vacuum. Assuming you mean your getting heat out the upper vents no matter what position your controls are in, the most likely cause would either your vacuum source or the vacuum switch which is mounted behind the heater control panel.
