Need some help with 03 Olds Alero EGR issues

    Ok here is my question. Guy next door has an 03 Olds Alero, When you drive it at low speed it has a hesitation around 3-3200rpm befor it shifts,and on the highway when it down shifts (Pedal to the floor) it will stay at 4000rpm and not shift or pull any harder. It has a p0404 egr performance range code. So I checked the CAT with a vacum gauge on the intake it carries 19lb at idle and when reved and snap shut the throttle body the vacum is at 25lbs so Im assuming the CAT is fine. I looked at the EGR valve wich didnt have a spec of carbon on it and cleaned it anyway but no luck, I installed a new EGR valve and with the plug not connected turned the key on erased the codes and turned the key off fast, to re teach the pintle possition, that still did not work. Now I'm lead to voltage to the EGR valve. With the key on (Engine off) Im getting 4.8-5.0 volts. But nothing to the 2 prongs the 7 or so go into (with top off egr) even at idle or reving the engine up. Im out of idea's please help
