Ok, the cable is connected but nothing on the odomoter is moving and the mph stays on zero.

Any idea what may be wrong?

If the cable was removed off the back of the dash, then the plastic clip that held it on there was broken off. Therefore, there is nothing to keep the cable up tight against the dash other than friction. Chances are it is not fully seated. I would push on it and make sure it is fully seated to the back of the dash. If it is, then pull it off, jack up the rear, put it in gear and see if the inner cable is spinning. If it is then it was probably not seated properly. If it isnt, then either the cable is broken or there is a problem on the other end where the gear is.
