The affordable scanners are very limited in what you can do. IF you just want basic engine codes and some sensor live data then this is a good unit.

Most of our techs at work use this one. Its cheap and very fast to read and erase codes. The updates are free and easy to do through the website. A lot faster than using our factory scan tools if you just need a quick erase or read. The price is right since its a good chance we may leave it in a car etc. Not a big personal loss at this price.

Keep in mind you have to spend a lot more money if you want to get into other vehicle systems like ABS,body, air bags etc.

The $100 ones from the autoparts stores will do everything you need, including clear codes, which might get you through an inspection if it doesn't immediately trip the light back on when you start it up.
