You have to understand my friend, each state decides on how they are going to handle titling and registration. There is no Federal standard. Some go the route of easy and not oppressive, some not so much. I'm in Pa. and we are a strict titling state. Everything that rolls on the road has to be titled and plated. Getting anything retitled such as a trailer where the title has been long lost or never issued is a task not always able to be done. For Vermont to go this way, I applaud them. Only problem I could see is if you sold a Vermont registered vehicle to someone in a state like mine. Without a bonifide title, you couldn't get it retitled here. North Dakota is another legal example of a state that gets it. They are an RV registration haven. Many full time RVers get their motorhomes titled and registered there to save on plates, fees and taxes. Perfectly legal.
